Bumk merupakan suatu badan atau lembaga perekonomian milik kampung yang didirikan oleh pemerintah kampung untuk memajukan perekonomian kampung dan mensejahterakan masyarakat sesuai dengan undang-undang nomor 6 tahun 2014 tentang kampung. namun disini terlihat masyarakat kampung belum merasakan kesejahteran dan perekonomian kampung juga belum bisa ditingkatkan oleh pemerintah kampung terlihat dari permasalahan program bumk salah satunya koprasi simpan pinjam banyak masyarakat yang belum bisa mengembalikan uang yang mereka pinjam dari koprasi bumk sehingga ini membuat dana bumk kampung kutelintang dibekukan atau di berhentikan hingga berberapa tahun dan dengan begitu bumk kampung pun tidak berjalan dengan semestinya. dikarenakan dana yang sudah disalukan ke masyarakat tidak kembali lagi dengan begitu maka manipulasi data pun terjadi untuk membuat data induk kampung membangun di tahun 2023. penelitian ini bertujuan untuk mengetahui bagaimana evaluasi kebijakan pemerintah terhadap program kerja bumk pada pengelolaan bumk untuk meningkatkan pendapatan dan kesejahteraan masyarakat kampung kutelintang. teori yang digunakan adalah teori evaluasi kebijakan william n.dunn. penelitian ini mengunakan metode kualitatif. hasil penelitian ini menunjukankan bahwa kinerja bumk dalam meningkatkan perekonomian dan kesejahteraan belum optimal karena efektifitas belum memberikan penghasilan bagi kampung, efesiensi belum memberikan penghasilan yang cukup untuk kampung dari modal yang telah dikeluarkan, kecukupan belum memberikan kepuasan terhadap kebutuhan masyarakat kampung, pemerataan belum meratanya program yang telah dijalankan untuk masyarakat, sedangkan responsivitas belum terealisasi dengan baik sehingga tidak dapat memberikan kepuasan terhadap masyarakat, dan ketepatan program yang telah didirikan juga belum sepenuhnya tepat sasaran karena pemerintah kampung kurang melihat potensi dan keadaan masyarakat setempat. saran penelitian ini pemerintah daerah memberikan bimbingan khusus untuk kampung agar dapat mengelola bumk dengan benar agar bisa menjesahterakan kampung, kemudian dalam pelaksanaan program sebaiknya harus adanya tanggung jawab yang penuh dalam diri sendiri dan tidak melibatkan kepentingan pribadi karena lembaga bumk ini merupakan sesuatu milik bersama baik itu pihak pemerintah kampung maupun masyarakat kampung bukan milik personal. kata kunci: kebijakan, bumk, evaluasi

The BUMK is an institution of the village economy established by the village government to advance the village's economy and improve the welfare of the community in accordance with Law Number 6 of 2014 concerning villages. However, here it appears that the village community has not yet felt the prosperity, and the village economy has also not been able to be improved by the village government, as seen from issues with the BUMK program, one of which is the savings and loan cooperatives where many community members have been unable to repay the money borrowed from the BUMK cooperative. Consequently, this has led to the funds of the Kutelintang village BUMK being frozen or halted for several years, thus the village BUMK is not functioning as intended. Due to the funds that have been disbursed to the community not returning, data manipulation has occurred to construct village development data in 2023.This research aims to understand how the government evaluates the BUMK work program in managing the BUMK to increase income and welfare of the Kutelintang village community. The theory used is William N. Dunn's policy evaluation theory. This study employs a qualitative method. The research findings indicate that the performance of the BUMK in enhancing the economy and welfare is not yet optimal because effectiveness has not provided income for the village, efficiency has not yielded sufficient income for the village from the capital expended, adequacy has not satisfied the needs of the village community, distribution has not evenly spread the programs implemented for the community, responsiveness has not been well realized thus failing to satisfy the community, and program accuracy has not fully targeted the intended goals because the village government has overlooked the potential and local conditions of the community.Recommendations from this study suggest that the local government should provide specific guidance to villages to properly manage the BUMK for village prosperity. Additionally, the implementation of programs should involve full self-responsibility and avoid personal interests, as the BUMK institution is a collective asset of both the village government and its community, not a personal possession.
