ABSTRAK

Ditetapkannya Peraturan Wali Kota Banda Aceh Nomor 24 tahun 2020 Tentang Penggunaan Masker dalam Rangka Pencegahan Penyebaran Covid-19 di Kota Banda Aceh, menjadi tugas dan kewajiban bagi lembaga yang diberikan wewenang untuk mengimplementasikannya, termasuk pihak kepolisian. Hal ini mengingat sebagian masyarakat, masih tidak mematuhi protokol kesehatan, termasuk menggunakan masker. Penelitian ini bertujuan untuk mengetahui peranan pihak kepolisian dalam mengimplementasikan Peraturan Wali Kota Banda Aceh Nomor 24 tahun 2020 tentang penggunaan Masker dalam rangka pencegahan penyebaran Covid-19 serta kendala pihak kepolisian dalam mengimplementasikan Peraturan Wali Kota Banda Aceh Nomor 24 tahun 2020 tentang penggunaan Masker dalam rangka pencegahan penyebaran Covid-19 di Kota Banda Aceh. Penelitian ini menggunakan teori implementasi dengen pendekatan kualitatif deskriptif. Informan dalam penelitian ini ialah pihak kepolisian, pihak wali kota, akademisi, pengamat, Satpol pp dan masyarakat. Teknik pengumpulan data dilakukan dengan wawancara dan observasi. Berdasarkan hasil penelitian dapat diketahui bahwa pihak kepolisian memiliki peranan penting dalam mengimplementasikan Peraturan Wali Kota Banda Aceh Nomor 24 tahun 2020 tentang penggunaan Masker dalam rangka pencegahan penyebaran Covid-19 di Kota Banda Aceh. Peran pihak polisi tersebut terlihat dalam aspek keamanan dan mengawasi berbagai kegiatan razia masker, menyediakan masker kepada masyarakat, serta ikut berpatisipasi dalam membubarkan kerumunan massa di masa pandemic Covid-19. Pengimplementasian Peraturan Wali Kota Banda Aceh Nomor 24 tahun 2020 tentang penggunaan Masker oleh pihak kepolisian mengalami kendala dikarenakan masih banyak masyarakat yang mengacuhkan kebijakan pemerintah, kurangnya kesadaran masyarakat, kebiasaan baru bagi masyarakat, sistem pengawasan yang lemah serta adanya kepercayaan masker tidak mencegah penyebaran Covid-19.

ABSTRACT The enactment of Banda Aceh Mayor Regulation Number 24 of 2020 Concerning the Use of Masks in the Context of Preventing the Spread of Covid-19 in the City of Banda Aceh, is the duty and obligation of the institutions authorized to implement it, including the police. This is because some people still do not comply with health protocols, including using masks. This study aims to determine the role of the police in implementing Banda Aceh Mayor Regulation Number 24 of 2020 regarding the use of masks in order to prevent the spread of Covid-19 and the obstacles of the police in implementing Banda Aceh Mayor Regulation Number 24 of 2020 regarding the use of masks in the context of prevention the spread of Covid-19 in Banda Aceh City. This study uses implementation theory with a descriptive qualitative approach. The informants in this study were the police, the mayor, academics, observers, Satpol pp and the community. Data collection techniques were carried out by interviews and observation. Based on the research results, it can be seen that the police have an important role in implementing the Mayor of Banda Aceh Regulation Number 24 of 2020 concerning the use of masks in the context of preventing the spread of Covid-19 in Banda Aceh City. The role of the police can be seen in the security aspect and supervising various mask raid activities, providing masks to the public, and participating in dispersing crowds during the Covid-19 pandemic. The implementation of Banda Aceh Mayor Regulation Number 24 of 2020 concerning the use of masks by the police is experiencing problems because there are still many people who ignore government policies, lack of public awareness, new habits for the community, a weak monitoring system and the belief that masks do not prevent the spread of Covid-19 .
