Kepala sekolah SMA yang bermutu dan unggul sangat diharapkan dalam meningkatkan mutu guru-guru di Aceh menjadi isu penting karena menjadi tolak ukur keberhasilan pendidikan di Aceh dalam penanganan mutu pendidikan yang rendah di Aceh selama ini. Maksud dan tujuan Penelitian ini adalah; 1. Menganalisis kebijakan Dinas Pendidikan Aceh dalam seleksi kepala sekolah SMA di Aceh; 2. Menganalisis kebijakan pengangkatan kepala sekolah di Aceh; 3. Menganalisis kebijakan Dinas Pendidikan Aceh meningkatkan mutu guru di Aceh. untuk menjelaskan alasan-alasan isu kemiskinan dengan indeks komulasi prestasi pendidikan masyarakat Aceh atas analisis kebijakan publik dengan kebijakan seleksi kepala sekolah SMA, serta pengangkatan kepala sekolah SMA di Aceh: mengapa di provinsi Aceh dengan tingkat mutu Pendidikan rendah terhadap kebijakan Pemerintah Aceh terkait calon kepala sekolah harus memiliki sertifikat calon kepala sekolah (cakep), hal ini disampaikan oleh Fierro & Fortoul bahwa “tidak ada peningkatan Pendidikan ketika tidak adanya peningkatan mutu kepala sekolah” hal ini pun menjadi tolak ukur untuk calon kepala sekolah harus mempunyai mutu dan memiki sertifikat calon kepala sekolah (cakep). Penelitian ini didasarkan pada penelitian kualitatif yang dilakukan melalui studi kasus dan wawancara dengan narasumber yang memegang kebijakan dan teknis dalam proses seleksi kepala sekolah SMA. Hasil penelitian menunjukan bahwa Dinas Pendidikan Aceh belum pada tahap meningkatkan mutu guru-guru di Aceh, tetapi Dinas Pendidikan Aceh masih pada tahap berbenah pemerataan guru-guru di seluruh Aceh. Dinas Pendidikan Aceh belum memiliki database berbasis aplikasi online memudahkan dalam pemetaan guru, mutu guru, guru memasuki masa pensiun dan tendik, selama ini yang menjadi pegangan Dinas Pendidikan Aceh dapodik guru itupun masih tumpeng tindih.

Quality and superior high school principals are highly expected in improving the quality of teachers in Aceh. This is an important issue because it is a benchmark for the success of education in Aceh in handling the low quality of education in Aceh so far. The aims and objectives of this research are; 1. Analyze the policies of the Aceh Education Office in selecting high school principals in Aceh; 2. Analyze the policy of appointing school principals in Aceh; 3. Analyze the policy of the Aceh Education Office to improve the quality of teachers in Aceh. to explain the reasons for the issue of poverty with the cumulation index of educational achievement of the people of Aceh on public policy analysis with the policy of selecting high school principals, as well as the appointment of high school principals in Aceh: why in Aceh province with a low level of quality of education towards the Aceh Government's policies regarding prospective school principals must have a certificate of prospective school principals (cutep), this was conveyed by Fierro & Fortoul that "there is no increase in education when there is no improvement in the quality of school principals" this is also a benchmark for prospective principals who must have quality and have a certificate of prospective principals (handsome). This research is based on qualitative research conducted through case studies and interviews with policy and technical informants in the process of selecting high school principals. The results of the study show that the Aceh Education Office is not at the stage of improving the quality of teachers in Aceh, but the Aceh Education Office is still at the stage of improving the distribution of teachers throughout Aceh. The Aceh Education Office does not yet have an online application-based database that makes it easier to map teachers, teacher quality, teachers entering retirement and training periods.
