Terdapat permasalahan dalam pengangkatan Pelaksana Tugas Rumah Sakit Umum (RSU) oleh Pj Bupati Aceh Besar, permasalahannya adalah pada tanggal 1 Mei 2023 keputusan mulai berlaku bahwa Anita diangkat oleh Pj Bupati ditunjuk sebagai kepala RSU Aceh Besar. Penempatan itu dituding banyak orang maupun media dan lainnya karena melanggar ketentuan. Tujuan dari penelitian ini adalah untuk mengetahui faktor penunjukan Kepala Dinas Kesehatan sebagai PLT. RSU oleh Pj Bupati Aceh Besar. Penelitian ini menggunakan teori Politik Transaksional serta konsep Patrimonialisme dan Merit System. Metodologi yang digunakan adalah penelitian kualitatif dengan jenis deskriptif, mencari dan menganalisis data melalui hasil wawancara, pengamatan dan dokumen. Adapun hasil dari penelitian ini menyebutkan faktor penunjukan kepala dinas kesehatan sebagai PLT Direktur RSU Aceh Besar jelas melanggar undang-undang dan ketentuan yang berlaku. Dimana jika dilihat dari indikator Merit System dan Teori Politik Transaksional bahwasanya dalam proses penunjukan PLT. Direktur RSU Aceh Besar tidak sepenuhnya memenuhi aturan dan kualifikasi yang diatur dalam undang-undang terkait. Penelitian ini mengidentifikasi beberapa faktor dalam proses penunjukan PLT. Direktur RSU Aceh Besar, yaitu ditemukannya bahwa dalam proses penunjukan adanya faktor kedekatan pertemanan dan kepercayaan pribadi. Penelitian ini menyarankan agar prosedur penunjukan pejabat publik khususnya di sektor kesehatan, dilakukan dengan mematuhi regulasi yang berlaku dan mempertimbangkan kualifikasi yang sesuai untuk menjaga kualitas dan akuntabilitas layanan kesehatan di RSU Aceh Besar.

There is an issue with the appointment of the Acting Head of the General Hospital (RSU) by the Acting Regent of Aceh Besar. The problem is that on May 1, 2023, the decision took effect that Anita was appointed by the Acting Regent as the head of RSU Aceh Besar. The appointment was criticized by many people, including the media and others, for violating regulations. The purpose of this research is to identify the factors behind the appointment of the Head of the Health Service as Acting Director of the Regional General Hospital by the Acting Regent of Aceh Besar. This research uses Transactional Politics theory as well as the concepts of Patrimonialism and Merit System. The methodology used is qualitative research of a descriptive type, seeking and analyzing data through interviews, observations, and documents. The results of this study indicate that the appointment of the head of the health department as the acting director of RSU Aceh Besar clearly violates the applicable laws and regulations. Whereas, if viewed from the indicators of the Merit System and Transactional Political Theory, the process of appointing the Acting Director of RSU Aceh Besar does not fully comply with the rules and qualifications stipulated in the relevant laws. This research identifies several factors in the appointment process of the Acting Director of RSU Aceh Besar, namely the presence of friendship proximity and personal trust in the appointment process. This research suggests that the procedure for appointing public officials, particularly in the health sector, should be carried out in accordance with applicable regulations and by considering appropriate qualifications to maintain the quality and accountability of health services at RSU Aceh Besar.
