ABSTRACT
The purpose of this study was to examine the effect of board quality council for the preparation of budgetary Revenue and Expenditure ( Budget ) with good governance as a moderating variable. Moderating variables consist of public participation and transparency in public policy. Moderating variables that are used to see whether they streng then or weaken relationship between the board and the board quality drafting Revenue and Expenditure ( Budget ). The samples in this study were all members of the council who were in Central Aceh Regency , therefore this is a sample of the entire population of the study and use of census. The number of respondents in the study were 29 respondents.
Results of this study showed that the quality of the board members with public participation and transparency of public policy as having the moderating influence on the budget process, both quality board members have no influence over the budget process, the third member of the board of the quality of public participation as having the moderating influence on the budget process, the fourth transparency of public policy has no effect on the budget process, the five members of the board of the quality of public participation as having the moderating influence terhdap budget process, and the six members of the board with the transparency of the quality of public policy as not having the moderating influence on the budget process.

ABSTRAK
Tujuan dari penelitian ini adalah untuk menguji pengaruh kualitas dewan
dewan terhadap penyusunan Anggaran Pendapatan dan Belanja Daerah ( APBD ) dengan tata pemerintahan yang baik sebagai variabel moderasi. Variabel moderating terdiri dari partisipasi masyarakat dan transparansi kebijakan publik. Variabel moderating yang digunakan untuk melihat apakah mereka memperkuat atau memperlemah hubungan antara kualitas dewan dewan dan penyusunan Anggaran Pendapatan dan Belanja Daerah ( APBD ). Sampel dalam penelitian ini adalah seluruh anggota dewan yang berada di DPRD Kabupaten Aceh Tengah, maka dari itu sampel dari penelitian ini adalah seluruh populasi dan menggunakan sensus. Jumlah responden dalam penelitian adalah 29 responden.
Hasil penelitian ini menunjukkan bahwa kualitas anggota dewan dengan partisipasi masyarakat dan transparasi kebijakan publik sebagai pemoderasi memiliki pengaruh terhadap penyusunan APBD, kedua Kualitas anggota dewan tidak memiliki pengaruh terhadap penyusunan APBD, ketiga kualitas anggota dewan dengan partisipasi masyarakat sebagai pemoderasi memiliki pengaruh terhadap penyusunan APBD, keempat transparasi kebijakan publik tidak memiliki pengaruh terhadap penyusunan APBD, kelima kualitas anggota dewan dengan partisipasi masyarakat sebagai pemoderasi memiliki pengaruh terhdap penyusunan APBD, dan keenam kualitas anggota dewan dengan transparasi kebijakan publik sebagai pemoderasi tidak memiliki pengaruh terhadap penyusunan APBD.
