ABSTRAK

Wacana masyarakat madani telah mengalami proses yang panjang. Ia muncul bersamaan dengan proses modernisasi, terutama pada saat terjadi tranformasi dari masyarakat feodal menuju masyarakat Barat modern. Kota madani adalah kota yang dibangun di atas pondasi syariat Islam yang kokoh dan dilaksanakan sebagai suatu upaya yang sadar, logis, terstruktur, terencana, sinkronistik, terukur dan komprehensif. Tujuan penelitian ini adalah untuk mengetahui peran Dinas Syariat Islam dalam mengedukasikan konsep masyarakat madani pada masyarakat di Gampong Beurawe dan Lambaro Skep serta untuk mengetahui kendala yang dihadapi Dinas Syariat Islam dalam mengedukasikan konsep masyarakat madani pada masyarakat di Gampong Beurawe dan Lambaro Skep. Metode Penelitian menggunakan pendekatan kualitatif. Pengumpulan data diperoleh melalui wawancara, observasi dan dokumentasi. Teori yang dipakai dalam penelitian ini adalah teori stukturasi yang dikemukakan oleh Anthony Giddens. Teori ini memusatkan perhatian pada praktik sosial yang berulang itu pada dasarnya adalah sebuah teori yang menghubungkan antara agen dan struktur. Tindakan yang berulang-ulang dari agen-agenlah yang mereproduksi struktur tersebut. Seluruh tindakan sosial memerlukan struktur dan seluruh struktur memerlukan tindakan sosial. Hasil dari penelitian ini menunjukkan bahwa peran Dinas Syariat Islam dalam mengedukasikan konsep masyarakat madani pada masyarakat di Gampong Beurawe dan Lambaro skep yaitu dengan membentuk kegiatan dakwah dan membentuk Muhtasib Gampong. Dalam penelitian ini ditemukan kendala-kendala yang dihadapi Dinas Syariat Islam dalam mengedukasikan konsep masyarakat madani pada masyarakat di Gampong Beurawe dan Lambaro Skep, yaitu keterbatasan sumber daya, kurangnya kesadaran masyarakat untuk mengamalkan syariat Islam dan kurangnya anggaran.

ABSTRACT

The discourse of civil society has undergone very long process. It appears simultaneously with the process of modernization, especially in times transformation from a feudal society to the modern western society. Civil city is a city built on a solid foundation of Islamic law and executed as a conscious effort, logic, structured, planned, synchronized, scalable and comprehensive. The purposes of this research were to determine the role of the Department of Islamic Sharia in educating civil society concept in the communities of Beurawe Village and Lambaro Skep Village and also to know the constraints faced by the Department of Islamic Sharia in educating concept of civil society in the communities in Beurawe Beurawe Village and Lambaro Skep Beurawe Village. Method of the research used was a qualitative approach. The data collection obtained through interview, observation and documentation. The theory used in the research was structuration theory proposed by Anthony Giddens. The theory focuses on social practices that repeatedly it is essentially a theory that connects between agents and structures. Repeated actions of agents who reproduce the structure. The whole social action requires structure and the whole structure require social action. The results of this research indicated that the role of the Department of Islamic Sharia in educating civil society concept in the communities of Beurawe and Lambaro skep Village by forming proselytizing and formed Muhtasib Village. In the present study found that the constraints faced by the Department of Islamic Sharia in implementing the concept of civil society in the communities of Beurawe and Lambaro Skep Village based on some undoubted issues they they are; the limited resources, lack of public awareness for the practice of Islamic law and the lack of budget.
