Abstrak

Aspek biaya menjadi salah satu pertimbangan utama dalam pembangunan konstruksi, karena memiliki peranan yang besar dan rentan terhadap munculnya risiko. Salah satu permasalahan yang timbul dalam konstruksi gedung adalah terjadinya pembengkakan biaya (cost overrun). Pembengkakan biaya merupakan penggunaan biaya yang melebihi anggaran yang telah ditentukan, sehingga dapat merugikan suatu proyek. Oleh karena itu, untuk meminimumkan risiko biaya pada proyek berikutnya, kontraktor perlu memperhatikan faktor-faktor pembengkakan biaya sehingga dapat dicegah atau dihindari. Tujuan penelitian ini adalah untuk mengetahui faktor dominan penyebab terjadinya pembengkakan biaya dan pengaruh signifikan antara faktor-faktor tersebut terhadap biaya pada pelaksanaan proyek konstruksi gedung di Kota Banda Aceh. Penelitian ini dilakukan di Kota Banda Aceh dan data diperoleh melalui survei kuesioner terhadap responden yaitu kontraktor kualifikasi menengah di Kota Banda Aceh yang pernah terlibat dalam pelaksanaan konstruksi gedung. Metode analisis yang digunakan adalah analisis deskriptif dan analisis regresi linier berganda. Hasil yang diperoleh adalah faktor dominan terjadinya pembengkakan biaya pada proyek konstruksi gedung adalah faktor material, dengan nilai mean sebesar 3,65. Sedangkan pengaruh faktor-faktor pembengkakan biaya terhadap biaya pada pelaksanaan proyek konstruksi gedung di Kota Banda Aceh, yang signifikan adalah faktor metode konstruksi dengan nilai koefisien regresi sebesar 0,436.

Identification of Dominant Cost Risk Factors in the Implementation of Building Construction Projects in Banda Aceh

Abstract
The cost aspect is one of the main considerations in construction project, because it is prone to emerging risks. One of the problems that arise in building construction is the cost overrun. Cost overruns are the use of costs that exceed a predetermined budget, so that it can harm a project. Therefore, to minimize the risk of costs in the next project, the contractor needs to pay attention to the factors of cost overruns so that they can be prevented or avoided. The purpose of this study was to determine the dominant factors causing cost overruns and the significant influence of cost overruns on costs in the implementation of building construction projects in Banda Aceh City.. This research was conducted in Banda Aceh City and the data were obtained through a questionnaire survey of respondents, namely intermediate qualification contractors in Banda Aceh City who had been involved in the implementation of building construction. The method used in this research is descriptive analysis and multiple linear regression analysis. The results showed that the dominant factor causing cost overruns in building construction projects in Banda Aceh was due to material factors, with average mean of 3,65. Meanwhile, the influence of cost overruns on costs in the implementation of building construction projects in Banda Aceh City, which is significant is the construction method factor with a regression coefficient value of 0.436.
